An international cooperative serials cataloguing program established in the 1970s as a project to convert manual serial cataloguing into machine
readable records. Now a project maintaining quality bibliographic records for serials, CONSER has related publications, the CONSER Editing Guide and the CONSER Cataloging Manual.
 
The SICI standard provides an extensible mechanism for the unique identification of either an issue of a serial title or a contribution, for example an article, contained within a serial, regardless of the distribution medium whether paper, electronic or microform.
